Records is the richest books in existing historical material stored Emperor Qin before the Tang Dynasty.Through the analysis of Historical Records,research on policy in terms of emperor Qin's period,the paper draws two conclusions: ① After Qin Shi Huang unified China,his main policy was based on good as the basic principle and with the help of legalism and criminal operation to ensure the effective implementation of national policy;② Qin Shi Huang established the doctor system with the fundamental reason for respecting benevolent and etiquette psychology.Finally it is concluded that it is of significance to rediscover Emperor Qin and his policy.
