Abstract

Mao Zedong's remark,i.e.Marx Plus Qin Shi-huang,the First Emperor of the Qin Dynasty has been currently cited by a few critics to criticize Mao Zedong as despotism and tyranny. However, the citations fail to clearly indicate its provenance. This paper points out that the remark, that is, Marx should combine with Qin Shi-huang,the First Emperor of the Qin Dynasty originally derived from Beidaihe Meeting, held on August 19th,1958.Its original meaning is the combination of centralization with decentralization in economic system, and that of democracy with centralization in leadership. So it has nothing to do with despotism and tyranny.
