Reform in the System of Property Rights for the State Owned Enterprises and the Company Management

China can be classified into the type of countries that adhere to the pattern of property rights in public. The deep reason for poor economic performance of the state owned enterprises and the difficulty of reform for these companies should be attributed to the imperfect system of property rights, and the irrational structure of enterprise administration. We ought to reform the system of property rights for the state owned enterprises, to set up a plural dimensional structure of property rights, and to clarify the duty and rights of business for these companies. Meanwhile, it is also necessary to establish a reasonable structure of company council, to strengthen the function of supervision committee, and to set up at last a rational structure under the new institution of property rights.
