The theory of property rights believes that clear property rights has quite influence on the benefit of economy. Under the current management system of our state-owned properties, the defect of state-owned property rights and the drawback of which are lied in the lack of property rights of our state-owned assets ideally. The reform of state-owned enterprises is under control of the management system of our state-owned property, in order to carry forward the reform of state-owned enterprises, flourish state-owned economy, perfecting the reform of the management system of our state-owned property is needed.
