Improvement of the Duty of Subjects System on Our Administration Tort Compensation

Duty government is the premise of legal government.The duty of administrating tort subjects system is a very important problem in administrative duty system.Now there is a big bug in our present duty of administrating tort subjects system,so we should improve our system on the basis of the western developed countries,whose key is,when the administrators use their rights to violate the citizen's legal rights and benefits illegally with a subjective purpose of important negligence,the administrators themselves should assume all of the legal responsibilities and the country only bears the compensating duty.
