Discussion of Forest Resources Management Reform under the Background of the Collective Forestry Property Reform

After the collective forestry property reform of Fujian province,some questions must be resolved immediately,such as protection and use of the forest resource;implementation of forest management plan;too many forest management main bodies;assignment of forest cuts quota;controlling the tree felling unlawfully and excessively;dislocation between the main body of forest management plan establishment and execution and so on.To resolve the above questions,forest resources management reform must be based on the scientific establishment of forest management plan.The establishment of forest management plan must take the forest management unit as main body.All departments in charge of the work can only provide the scientific instruction and the service to the work of establishment,but can not instead of the forest management unit to make the forest management plan establishment.Simultaneously,must strictly carry out the forest management plans which is after examination and approval verification,practice the adjustable forest cuts quota system,make management measure of the forest cuts area more strictly.
