Study of Forest Management Plan Following Collectivity Forest Ownership Reform

The disadvantage of forest management was discussed by analyzing the essential of reform of collectivity forest ownership system and the forest-reform status in quo of Hunan province.In new development condition,constructive suggestions concerning to plan forest management scheme were put forward.They are as followings: improving the quality of forest management scheme by public participating, stressing the scheme performing by ensuring the planning unit,altering management by instructing scientifically and perfecting forest cutting system and so on.The proposals expect to be accepted,the policy of forest right reform should be carried out,and thus the achievements of forest preperty system reform in recent three decades can be reinforced.
