On the Unbalanced Development of Basic Education from Policies′ View

From the policies′ view to scan the unbalanced development of basic education,we can find some mispointings in our basic education policies which contain the city-oriented value in policy-marking,educational resource distribution policy,educational performance evaluation policy and key school policy.In order to push the balanced development of basic education,we must transform the policy of the basic education,that is to say,we must emphasize the equality value of basic education and the principle of compensation for the group at a disadvantage,establishing the quality guarantee mechanism by carrying out the excellent teacher exchange policy,building a reasonable evaluating system and abolishing the key school policy.
