Approaches to Increase Farmers' Income:Transferring of Surplus Labor Force and Policy Choice in Rural Area

The stable increase of farmers' income is the key both to the development and stability of agriculture and countryside and to the reaching of the strategic goal of building a well-off society.However,the slack increase of farmers' income in recent years has become a distinct social problem.The fundamental solution to this problem is to transfer the surplus labor force in the countryside to the non-agricultural industries.In such process it is particularly important to remove the various barriers restricting the transfer,such as government policy restrictions and low human resources level in the country side,so as to realize the rational turnover of labor forces.
