Abstract
The limitless increase of the rural surplus labour caused by the bivariate structure of economic society is a most difficult problem in China considerlry the increasing population-land contradiction.So we should be taken to search for a chance to develope agriculture and enlarge the ways of employment by starting with inner agriculture,basic construction and development of agriculture and industrial chains of agriculture.
