Abstract
Theme and rheme theory is an important theory in functional linguistics. Theme is the starting point of different forms of expression, the known information in the communication. Rheme is used to illustrate the theme, usually as the unknown or new information in the communication. The main social function of news report is to report the news event with considerable value as soon as possible to the public. It attaches great importance to the informational and persuasive function of the language. Based on the illustration of the progression mode of theme and rheme and the analysis of the textual structure of the English Mews report , this paper tentatively explore the restrictive function of the Theme and Rheme theory in the translation of News report.
