Constructing a New Pattern of Farmland Property Rights in China--Ideas of reforming present farmland property right system

The presentdual land ownershipstructure in which the main form of rural land is collective and farmers obtain the land management right by the system of family-contract responsibility has resulted in an unclear ownership and use right,an unstable right enjoyed by farmers,difficulties in the transfer of the farmland and in the optimization of farmland resources,thus limiting the development of rural economy.Pointing out the malpractice of the present pattern of farmland property right system,this paper constructs a brand-new structure of farmland property right,namely realizing the separation of rural land ownership,use right and development right to promote the rural economy development.
