Abstract
Flood disaster frequently takes place recently in the south of China,and insufficient water following the flood disaster made the damages more heavy.In 1998,the flood disaster combined with insufficient water in Qingyang County of Anhui Province made a serious damage and warned us to study this kind of disaster.Now the important thing is to control the disaster from happening and developing.
