Establishing of agricultural land right to development and the legislative protection of vultivated land

Chinese cultivated land was short of effective protection,the main reason of which was short of agricultural land right to development in laws. It was necessary to establish agricultural land right to development. Therefore,the laws should establish the agricultural land right to development,and improve the agricultural land expropriation system. The farmers,collective land owners,country and users of cultivated land would be restricted by agricultural land right to development in order to achieve the legal protection of cultivated land.
