Study on the Talents Strategy of Dalian’s Software Industry

The talents resource is a crucial factor for the development of enterprises and industries,especially for that of the emerging Hi-tech industry;therefore it would be judicious for the government to induct and support the emerging industry through talents strategy. Starting from the research on the development of Dalian’s software industry,this paper analyzes the impacts of the talents resource and talents strategy upon the development of the emerging industry,then points out that priority should be given to the talents strategy and a new viewpoint of talents strategy is of great necessity for the emerging industry.
