Abstract
The success in constructing the harmonious society of socialism finally lies in the arrangement of the government management system. The harmonious society firstly requires the harmony of the government administration and government affairs because the harmonious administration provides the guarantee for the harmonious society. However, the harmonious administration requires the government to make some changes in the public administration. Social management in full scale is not only the inherent requisition for modern government to achieve success, but also the only way our country should take to set up the harmonious society of socialism and to realize a coordinated development in our economy and society.
