Some queries on the clarity of property rights

By analyzing three theories on property rights,i.e., the privatization of clarity of property rights, the determinative of clarity of property rights and the asymtry of clarity of property rights, the writer proposes that the clarity of property rights neither refers to the privatization nor is the decisive factor to judge the success or failure of the state-owned enterprises' reform, thus it's not the essential outlet to the state-owned enterprises to employ the complete competition in place of the reform in the system of property rights. The discussion on the reform of state-owned enterprises' system of property and of the enterprises should be pluralistic and comprehensive in the context of reform of the whole economic system rather than be limited in the framework of state-owned enterprises themselves.
