Rising the Overall Arranged Community of Urban and Rural Teachers for Country Teachers to Grow

In order to solve the contradiction between improving the quality of rural education and rural lower level students'wanting near-home schools,this paper offers a novel system with administrative mechanism.To form the system is to construct multilayer overall arranged teachers community which includes teachers from city,rural town and remote countryside with educational spiritual communications and exterior rewarding design according to human deep nature.And the system can let all participators share connections for a win-win result.It is also able to attract good young teachers to play rural teachers role.In addition,it alleviates the issues of rural teachers'lacking chance for professional upgrade,the issues of chronical and structural defects in lacking music,art and English teachers in rural schools.The author also believes that the base of sustainable professional development of rural teachers is depended heavily on a mechanism that can well and smoothly share the educational resources between urban and rural area.
