Abstract

The essential connotation of Managing state affairs according to law lies in the layer of its value. What was contained in China′s modern laws is the morality of sages and men of virtue, cutting itself off from that of the masses, which results in laws′mere formalities and morality′s hypocrisy. Legalized morality needs a feature popular among ordinary people rather than the nature characteristic of sages and men of virtue. The morality of managing state affairs should be founded on ordinary people′s morality.
