Abstract
In order to strengthen and consummate the legal supervision and control over administrative legislation, the writers discuss the following approaches: reinforcing the delegation and supervision of the congress, controlling the discretion during the process of administrative legislation, developing the administrative review, and establishing the complete judicial review system.
