Soft Police Power and Hard Police Power

Abstract
There are two basic forms of police power: soft police power and hard police power.This division helps to solve the problem of inadequate police power and get out of the straits of the development of police power.Hard police power is the basis and necessary condition of soft police power and the latter is an important support of the former.The police power of 21 century depends on the effective integration and coordinated development of these two kinds of police power.Therefore,combination of soft police power and hard police power should be studied carefully so as to find the top priority of development and secure a balanced and sustainable development of police power.
