On the Transformation of General Police Power into Concrete Police Power

As for the comprehension of police power,there are two comprehensions of its meaning,namely the general police power and the concrete police power.The so-called general police power is an authority exists as the national general soverignty,which has the characteristics of class,violence,endness,guarantee and the restriction of citizen rights in the state power system.This power can be carried oul by the police or not.Concrete police power refers to the authority that the police has.Thus the research of the police power has the content about how the general police power changes into the concrete ones,which called the transformation of general police power into concrete police power.
