century is a century of Intellectual Economy, which has given higher education new requests on person cultivation, science research and administration system, etc. If higher education devotes itself to suit and furthermore to promote the development of economy and society by which to achieve the development itself, it must move forwards with the ideal of “innovation”. On the basis of the feature of Intellectual Economy, this thesis attempt to give argument on the system innovation of higher education theoretically, so as to we can gain certain enlightenment from it.
