Innovation, the soul of progress of a nationality, is inexhaustible power for the prosperity of a country. Under the circumstances of socialist market economy, to develop non-public economy needs the idea of innovation. Only the idea of innovation can help us put our train of thought in order to build good environment and conditions for a new development of non-public economy and to promote the inherent qualities of non-public economy. In order to develop non-public economy, we can take some measures now. First, we should keep in mind that we are the main body for innovation and build the political atmosphere accordingly. Second, we should possess the idea of innovative legal system to foster inherent motive force. Third, we should have the idea of innovative management to change the way of development. Fourth, we should have innovate our policy to provide some good service.
