Human capital is different with human resource. As an important part of New Economy, human capital improves the economic development of Northeast area. Nowadays, however, Northeast area is facing the challenges of human capital shortage, human capital investment lack and serious drainage of human capital. In order to resolve these problems, the government should take the countermea sures that add the investment of education, attract the talents etc.
