Abstract
State rebuilding,one of the most crucial problems in the modernization research,is usually a prerequisite for efficient advance of modernization,especially for the late modern comers.According to the detailed analysis and investigation about the situation of Germany and Japan's modernization in the initial stage,the article discusses the function of state rebuilding in the process of modernization and points out that state regime is the key strength all along in course of full-sale starting and advancing modernization process in the two states.
