Idea and system are the key reasons that hinder the development of education .If we want to change the educational idea ,we should start with lightening the idea of the educational cause while stressing the idea of educational industry,lightening the idea of educational welfare, while stressing the idea of educational consumption and lightening the idea of educational non-productive force, while stressing the idea of educational productive force .Whereas the reform of the educational system should be conducted from the reform of educational system of running-school,personel and administration.
