Construction of emergency response system for accidents in chemical industry park

The emergency response system is one of important measures for chemical industry park to enhance the ability of emergency disposal.In this article,the characteristics and hazards of chemical industry park are firstly analyzed,then different demands of emergency management process(precaution,preparedness,response,recover) for chemical industry park were discussed,and framework of emergency response system for accident in chemical industry park was put forward.The construction of accident emergency response system for chemical industry park should take monitoring of major hazard installations,region risk assessment and land use plan as key points to implement risk management,to set up organization system for emergency response and emergency management according to present management system,to form emergency plan system including general plan,special plan and on-site plan,to establish emergency rescue force composed by governmental public emergency rescue team and enterprise self-operated emergency rescue team,to develop emergency information management system,and to perfect zone defense mechanism and coordination mechanism for emergency response.
