Abstract
According to the water pollution accidents of chemical industry parks,a theoretical framework of emergency rescue is built.A emergency rescue theoretical framework is set up based on the system idea and an overall consideration of safety science,safety management and safety system engineering.This paper analyzes the response goal,emergency objects,methods,and emergency procedures,and emergency management inspection and control,as well as the relationships among the constituent elements.The framework can provide a methodological guarantee for dealing with water pollution accidents of chemical industry parks.
