Abstract
Cultivation of the qualified citizen is the premise for forming citizen morals. Only the transformation of a dependent type of character into the independent one has been realized, could the Chinese people internalize the citizen culture that will meet the needs of the modern democratic life, and even transform it into a conscious custom in everyday life to regulate their behavior. This is the so-called citizen morale that will be represented as one's attitude towards the state, the society, and the others.
