Because of the distinctiveness and complexity of unit crime and the limitation of criminal law,the legislation of unit crime in our country have the drawbacks of concept vagueness,lack of subject regulation,unclear crime form and improper penalty.In view of the legislation of unit crime,the convicted innocence of national institutions crime,the explicitness of crime form and the varieties of penalty,we should make legislation of unit crime to punish criminals and to safeguard the development of socialistic market economy.
