The Construction of the Evaluation Index System of Dairy Industry Long Efficient Development in Heilongjiang Province

As the higher dairy production province in China,Heilongjiang is not only a production base of raw milk,but also the gather of dairy processing enterprise,both milk production and the quantity of dairy processing enterprise ranked the second of China in 2009.Promoting the dairy industry development in Heilongjiang Province has a leading role in the dairy chain development in China,and it has great significance on optimization agricultural structure,increasing peasant income and improving people's living standards.This paper constructs the evaluation index system development of dairy industry on the analytic hierarchy process.We can find the bottleneck factor which constraints dairy industry development in Heilongjiang Province by evaluating the importance of influencing factors.Finally,in order to promote dairy industry development in Heilongjiang Province,we establish long efficient mechanism from breeding,processing,consumption and macro-environment.
