Development and Countermeasures for Dairy Industry Cluster in Heilongjiang Province

Heilongjiang Province has experienced the rapid dairy development period, and the dairy development showed a trend of the cluster development, but there still existed some problems during the development of regional clusters, such as the brand is not strong; the specialization is not obvious; the high barriers of cluster to entry and exit barriers, backward feeding mode of dairy industry the rebuilding of the dairy enterprises in the cluster, raw milk price formation mechanism is unreasonable, inadequate legal system and many other issues. The paper proposed ideas and measures to solve the above problems in the development of Heilongjiang dairy cluster.
