Reflection on control planning of west small towns:from the perspective of Urban-rural Planning Law

The implementation of Urban Planning Law has great influence on the system of China’s urban planning. The enhancement of detailed planning for control and the increase of planning for control in towns especially make higher requirement for China’s future regulating and implementation of planning for control. Based on the development of western small towns,this article discusses the deficiency and difficulty of implementing planning for control in western towns from the perspective of the requirement on planning for control brought by Urban Planning Law. It is concluded that there is a difficulty for the western towns to make out and manage planning for control. Diverse land’s ownership and the implementation of Property Law put forward more practical requirement. Finally,it lists examples,summarizes the difficulties of making planning for control and proposes responding solutions.
