On the Basic Relation of Rule of Law and Democracy

Abstract
Democracy and rule of law as the two goals pursued by contemporary politics have a strong consistent: democratic politics is the basis of rule of law, it decides the value base and performance of rule of law; rule of law is the guarantee of democracy, it provides the premises, rules, checks and balances and duty mechanisms for powers. On the other hand, rule of law and democracy are not exactly consistent, there have been contradictions and tensions existing between them.
