Abstract

Current understanding to rule by law has necessary clarification still comparatively in confusion.Rule by law is politics concept rather than law concept,it is unlike enforcing the law and judicial.Rule by law is to manage state affairs according to law in fact;Rule by law is a concept with the politics that rule of man sets up relatively;Rule by law takes democracy as premise,and guarantee democracy.Democracy is the rule by law soul.
