Gist of “Rule of Law”in Perspective of Democracy

Rule of law is opposed to both rule of man and despotism and fits in with democracy. The supremacy of law is essentially supremacy of right and supremacy of common will. Rule of law not only has specific formalist attributes,but also contains such substantive values as democracy and human rights. Democracy is not only premise and foundation of,but also motivation and goal of,rule of law.Rule of law is the institutionalization and legalization of democracy and is the realization way and fundamental guarantee for democracy. Rule of law and democracy are mutually conditional,interdependent and inseparable. The rule of law and the democracy of socialism with Chinese characteristics must be constructed in the integral whole,promoted jointly and stressed equally.
