Abstract

Water diversion project will be a sparkling point of China's irrigation works in the 21st century.However the depredation and waste of water is serious in water diversion project.The State Council point out the first choice of building up the water-efficient society is to promote the construction of national water right system.Therefore,it's necessary to study the water right system in water diversion project.
