Study on the Social Security Program for Expropriated Peasant:Take Hydropower Project Resettlement as the Example

To insure the basic life of the expropriated peasants, some local governments are expanding a way to exchange the social security with the land. The author explores the attributes of the land and social security,finds that the two haven't internal consistency,so the land can not change social security. Social security program of expropriated peasant can neither substitute land compensation and resettlement functions nor the initial distribution. It needs to build social security program to help the expropriated peasant to improve the ability to resist risks,which is the basic social security safety net built on the reasonable compensation and resettlement. However,the reasonable path of building social security program for expropriated peasant is to be incorporated into the existing social security system. Guided by this principle,it constructs social security program for hydropower project resettlement,which reflects the defects of social security arrangement in S province.
