Limitation and Outlet of Social Security Resettlement for Land- Expropriated Farmers

Abstract

To ensure the basic livelihood of the land-expropriated farmers,the way of social security resettlement is adopted in some areas. Based on the analysis of the limitations of social security policy and resettlement for land- expropriated farmers,it is pointed out that there is no internal connection between land security and social security. It is shown that there are many deficiencies of social security resettlement such as lacking equality of subject, changing responsible subject, confusing distribution level and lowering protection level. Social security,as the resettlement way of land- expropriated farmers has theoretical misunderstanding and serious practical dilemma, which does harm to their legitimate rights. Therefore, social security of land- expropriated farmers can neither substitute resettlement functions nor the initial distribution. It is concluded that the reasonable path of building social security for land- expropriated farmers is to improve the existing social security system based on reasonable resettlement.
