Abstract

The profound ideas embraced in the scientific conception of development develop harmoniously with the spirits of the construction of modern law.On the one hand,the conception provides the theoretical policy for the construction of modern socialism law;on the other hand,the goals and principles contained in the conception must be realized and guaranteed by the construction of modern law.So only to hold the essence of the scientific conception of development can we realize the conversion and innovation of the legal value so as to promote the adjustment of the legislation and to administrate the state by the law.
