Abstract

It is difficult for water resources allocation of the Middle Route of South-to-North Water Transfer Project influenced by time and space uneven distribution and hydrological periodical fluctuation.Based on the characteristic of wide scope, more water users and complexity between water supply and demand, the paper puts forwards that the mechanism of water contract may reduce the cost and improve the efficiency for water resources allocation.
