Abstract
Water market can realize the optimal water allocation and improving water efficiency. The South-to-north water transfer project is a major water transfer project in China. This study mainly focuses on the water distribution in the South-to-north project under guidance of water right theory, meanwhile analysis the water price to establish a water market that optimizes water resources allocation and do better use in the water resources.
