Abstract
Citys ’innovation is a systemic course which is composed of a lot of factors,during the course,we should strengthen government work,and put forward the measurements about how to construct the science and technology innovation system,such as building the promoting committee,upgrading government’s serving function,constructing the sustained system,and protecting the rights and interests of science and technology innovation,and so on.
