Innovation:the Strategic Focus in "the 11th Five-Year Plan" Period

The author points out that in 11th Five-Year Plan period,China will meet a serious of challenges.To handle these challenges,we must continuously adhere to the principle of reform and opening up and carry forward institutional and science and technology innovation.In terms of institutional innovation,we should solve the problem of rational positioning,treat different enterprise with different approaches and look for ways to separate government functions from enterprise management.In terms of innovation in science and technology,based on introducing advanced technology,we should give more support to independent innovation,promote transformation from big manufacturing country to strong manufacturing country and promote international cooperation in science and technology innovation.
