THE ATTEMPTS TO DISCUSS THE ORIENTATION OF THE FARMLAND DEVELOPMENT RIGHTS AND THE WAY FOR THE FARMERS TO SHARE

The land expropriation for non-public has brought many absonant complexions during the progress of the social economics. One of the important reasons is that the political rights in our country are so powerful which have exceeded the authority of the land development rights. From this point of view the paper firstly introduces the meanings and characters of land development rights and summarizes the farmland development rights of our country. On the foundation of it the paper gives the new orientation of the farmland development rights during the process of the urbanization in our country and suggests bringing the participation of development rights into the land expropriation compensation mechanism. After that it discusses the method to realize the participation of the development rights and the way to quantify the rights. The aim of the paper is to settle some conflicts of the land expropriation system by the arrangement of the land development rights, which can finally boost the perfection of the land property rights system and the land using rationally in China.
