Abstract

The paper considers John Rawls' difference principle as theoretical basis to prove the importance of developing rural HR.Through the analysis of the obstacle factors that are not helpful for rural HR development in the aspects of policy,system and conception during the process of planning urban and rural as a whole,the paper puts forward the countermeasures for planning urban and rural as a whole in order to promote the development of rural HR.
