Evaluation on the Function Transformation of the Community Health Centers in China

In order to achieve the goal of universal access to basic health services for all of the people,the function of the community health centers has been defined as the nonprofit organization by the policy of medical and health system reform.Through the comparison on the operations and services of the community health centers before and after the reforms,we found that the health reform policy has positively influenced on the supply of the free public health services,but it has not influenced on the operations of the medical service of the community health centers.To realize the complete function transformation of the community,health centers still need to implement complementary policy reforms of the agency compensation mechanism,personnel income distribution mechanism,and the general practitioner system.
