Debate and Reflection on Industrial Upgrading Theory

There exists disagreement on the understanding of problems such as industrial upgrading,the upgrading of industrial structure,the upgrading of industrial organization,industrial transformation and upgrading in theoretical circles.Therefore,it is necessary to clarify the connotation of the terms.The scientific connotation of transformation isn't the transformation of form or line,but the transformation of type of benefit sources.The key to upgrading is the change of industry or enterprise position in global value chain.There are three ideas of industrial structure adjustment,global value chain and industry value chain upgrading.Integrated upgrading path of enterprises is as follows: Low Price No-brand(LPNB) product manufacture in the marginal market is upgraded to Original Equipment Assembling(OEA),Original Equipment Manufacture(OEM),Original Design Manufacture(ODM),and Original Brand Manufacture(OBM) successively.Disagreement on conceptual understanding and obviously different upgrading ideas reflect the four problems such as superficiality of theoretical research,marginalization of labor value theory,thinking rigidity of government in control of economy,and worship of Western theories.The solution to problems of China's industrial upgrading depends on the exploration of domestic scholars.
