Abstract
After the Coup of 1898,the Reform Group was forced to exile in Japan.Zhang Zhidong represented the Qing government and hoped that Japan could expel Kang and Liang,and banned The China Discussion established by Liang Qichao.Japan government believed that Zhang Zhidong was a rare partner in China.So they couldn′t completely disregard his requests.However,the Reformers were also a group of influential pro-Japanese power in China.And their ideas and political experience had been hit a lot of support and sympathy in Japan.Finally,Japanese government not only met some Zhang Zhidong′s requests,but also allowed some key Reformers to continue their activities.Zhang Zhidong′s diplomatic efforts which closed down The China Discussion ended in failure.
